The mailing list is called filmgimp-developer. Despite the name, this list is for both developers and users. (The SourceForge interface doesn't seem to enable creating a mailing list called simply filmgimp). There is an archive and it is searchable by typing your query into the search box in the upper left hand corner of the archive page.
The purpose of our list is to discuss technical issues regarding Film Gimp. The list is unmoderated, but posting is restricted to members. That helps trap SPAM. Do not send SPAM to the list. Non-member posts are held for list manager approval (that's me, Robin Rowe). If appropriate I will probably put it through even if it is a non-member posting.
Please do not cross-post to gimp-developer or one of the other GIMP lists. Mentioning Film Gimp there is flamebait. There is code in common from when Film Gimp branched from GIMP 1.0.4 in 1998, and Film Gimp sometimes incorporates newer GIMP code rather than code a similar feature from scratch. However, these are two separate projects, with different goals and different people. Cross-posting to gimp-developer invites noise such as, "The best idea IMHO would be to drop this silly film-gimp code duplication and help coding on gimp". If you wish to ask a GIMP question on gimp-developer feel free to do so, but please avoid mentioning Film Gimp on the GIMP list. The GIMP project decided to abandon what was the Film Gimp branch in 2000. It riles some people to mention Film Gimp.
Small attachments (that's kilobytes, not megabytes) can be posted to the Film Gimp list, but most files should (also or instead) be submitted to Patches. Note that Patches isn't just patches. Any type of file that needs to get in queue to move into a release should go to Patches, for example, new brushes. Posting screenshots to the list is good, but they need to be lossy jpeg or gif in order to be small enough. If you want to make available a larger image put that on your Web page and give a URL, or ask me off-list to do so for you. If your attachment is too big your message will be held automatically for list manager approval. Size restrictions prevent overloading list subscribers who access via dial-up.
Diversity of opinion is good, but we want a civil list where everyone is treated with respect and courtesy. Those who can't state their opinions positively, or are unable to respectfully disagree with the opinions of others, will be removed. Do not make accusations. Do not call people names. Do not try to tell people what to do. Do not use fighting words such as stupid, idiot, wrong, and so forth. That is not ok even if the person you are calling stupid is yourself.
Every person on the list would like to help, but everyone is busy. If nobody responds it may be no one knew the answer to your question, or that your question seemed confusing. Maybe your note left out necessary information or rambled. Restating your question more succinctly sometimes draws a better response. If you receive a short or incomplete answer don't feel affronted. Do not presume you know what others are thinking or what their motives are.
Film Gimp supports multiple operating systems. Please don't evangelize or state a chauvinistic opinion regarding what software others should use. Just because the Film Gimp project is open source don't assume others share your political views. We are not a forum for promoting Linux or espousing free software advocacy. Do not refer to any operating systems, or anything else, by derogatory names. For example, don't say Windoze.
If you are feeling neglected or insulted do not announce that on the list. Send a private note to me off-list so I can sort out the problem.
